Leticia Rhi Buckley is a civic strategist and executive leader with two decades of experience strengthening Los Angeles’ cultural, civic, and public‑sector ecosystems. The daughter of Mexican immigrants and a lifelong Angeleno shaped by Los Angeles’ cultural and civic landscape, she brings a grounded understanding of how culture, community, and opportunity intersect.

She is known for guiding complex organizations through transition, aligning diverse stakeholders, and designing strategies that connect cultural vitality with community wellbeing and regional resilience. Her systems‑level perspective enables her to navigate political complexity, steward sensitive community relationships, and lead with clarity in moments of change.

During her tenure as CEO of LA Plaza de Cultura y Artes, Leticia led a strategic evolution that elevated the institution’s civic presence, strengthened its internal foundation, modernized operations, and expanded partnerships across government, philanthropy, and community sectors. Her earlier roles at the Los Angeles County Department of Arts and Culture and The Music Center deepened her expertise in cultural policy, public‑sector leadership and investment, and cross‑sector collaboration.

Leticia serves as an Arts Commissioner for LA County’s First District and on several regional boards, including the Los Angeles Tourism and Convention Board, The Music Man Foundation, the Arts for Healing and Justice Network, and LMU’s Council for the College of Communications and Fine Arts.

A first‑generation college graduate, she earned her B.A. from Loyola Marymount University and completed executive education at Harvard Kennedy School and the Stanford Graduate School of Business. She lives in downtown Los Angeles with her husband and two children.
